MINUTES
of the 5th Conference of the International Sports
Federation of Fire fighters & Rescuers
(Sekeshfehervar, Hungary, December 8 - 9, 2004)
1. On Executive Committee report:
· Leonid Fedorov (Estonia) suggested to place at ISFFR web-site the addresses of ISFFR member organizations, to set “Forum” page and to arrange simultaneous translation at the next Conference;
· Alexander Klitonchik (Latvia) suggested to place the Conference documents at the ISFFR web-site;
· Vladimir Derbenev (Executive Committee) explained that each and every ISFFR member-organization could place at the site its own information about the organization, its structure, address, stuff members, records and achievements, current activity etc. in 2 languages: Russian and English; he also gave the information about the possible publishing the ISFFR own magazine: the price of 126 page edition with the circulation of 2000 could be about per 1 copy, but it could be reduced by sponsors’ support if ISFFR could find ones;
· Istvan Kun (Hungary) said that the price of such edition in Hungary could be less;
· Anatoli Sotnikov (Russia) made a proposal to add a representative from Byelorussia Anvar Igamberdiev to the Executive Committee working on a voluntarily basis.
2. On the Panel of Judges activity issue:
· Leonid Fedorov (Estonia) suggested to perform a trial tests of pumps before the competition by each team, to allow to touch the ground by the hose end while filling the target;
· Moosavibiyoki (Iran) suggested to work out the unified Rules for CTIF and ISFFR, to introduce doping control procedure for the 10 best athletes;
· Zdenek Nytra (Czech Republic) suggested to have the runway width of 2,4m, the length of the storm ladder 4,1m with 13 steps;
· Anatoli Sotnikov (Russia) suggested to add to the Rules “ the use of safety net while performing the exercise is recommended”, the joints used at the storm race should have a decent look and to work out the method how to chose the judges;
· Jaroslav Novotny (Czech Republic) suggested to set up the technical board to offer the amendments to the Rules; to ban the use of the hoses support;
· Viktor Alexandrov (Executive Committee) gave the list of the technical panel as follows:

the list was approved unanimously;
· Alexander Klitonchik (Latvia) suggested: to use during the “Combat deployment” exercise the hoses’ ends meeting the standards of the country, and the distance between the tooth of the joints 0,5 cm with using the special measuring test band of 0,5cm, not to specify the number of the support legs but to have it, to specify the dia. of the support, and to have at the 3d stage of the relay race all the joints fixed;
· Anvar Igamberdyev (Byelorussia) suggested: to ban to any one to keep the hose end after the “Start” command at the 3 stage of the relay race, to specify the measurements of the “house”, to set the height of the horizontal board as 1,5 m.; to set the storm ladder length as 4,1 m with 13 steps, to exclude the requirement that the joint should be vertical the run way surface, ban the use of plastic joining heads and to specify that the joints should be of “Rott” type; to specify that the result of an athlete climbing the 4th floor of the tower, should be fixed when he/she touches the contact spot by both legs; and to add the requirement of using the safety net while climbing the storm ladder;
· Anatoli Sotnikov (Russia) suggested to omit the requirement: “the athlete after the 2d warning is banned to start again”;
· Jaroslav Novotny (Czech Republic) suggested to add to the Rules: the athlete’s result while climbing the storm ladder is fixed only when he/she touched the surface of the of the contact spot, and not to specify the material of the joint, because what is really important is the hose weight.
3. On the financial issues:
· Jarolslav Novotny suggested: if any organization does not pay membership fee in time, it should be disqualified from the ISFFR; complete the full budget at the year end and to give Ukraine the chance to pay membership fees before the year;
· Anvar Igamberdyev (Byelorussia) suggested to add to the Charter the requirement of paying the membership fee at the 1st month of the year and/or before the World/Europe Championship;
· Vladimir Vetukh (Latvia) confessed that Latvia could not pay the fee at the 1st month of the year but at the year end or during the year in parts.
· Andrei Kalinin (Executive Committee) made a proposal to adopt the membership fee for the year of 2005 to be equal to US00. The proposal was adopted unanimously.
4. On the issue of 2d Open European Championship:
· Zdenek Nytra (Czech Republic) informed the audience of the program of the tournament to be held in Ostrava September 6-11, 2005 stressing that “Combat Deployment” exercise is to be made on the single runway and with the Czech made pump (price 000), all the teams to receive the set of hoses beforehand;
· Andrei Kalinin (Executive Committee) suggested to work out and to add to the Rules the set of requirements to the stadium used for the international competitions to check the conditions for the athletes (the state of the runways, sports equipment, rest rooms, changing rooms and other lounges for the athletes, judges, seats for the audience, availability of audio equipment, loud speakers etc.
· Anvar Igamberdyev (Byelorussia) requested the Czech delegation to place the technical data of the pumps and other equipment to be used at the Championship at the ISFFR web site, to send asap to the participants the Rules of the Championship including the safety measures for the athletes at the storm ladder climbing exercise;
· Zdenek Nytra (Czech Republic) explained that the safety measures during the storm ladder climbing exercise would be assure by special technical devise (movable automatic rope) at the athlete’s will; athletes will be accommodated at the hotel near the stadium; each team will be of 20 people (10 athletes).
5. On the issue of Chief Judge and the International Judge-cum Inspector for the II
Open European Championship:
· Viktor Aleksandrov made a proposal to approve Zdenek Nytra as the Chief Judge and Andrei Kalinin as the International Judge-cum-Inspector for the II Open European Championship. The proposal was approved unanimously.
ISFFR Executive Director Andrei Kalinin closing the V Conference expressed thanks to all the participants and made the proposals to hold the next VI Conference in December of 2005 in the city of Togliatti (Samara region of Russia) and to announce the 10th of December the official Day of the International Sports Federation of Fire fighters & Rescuers. Both proposals were approved unanimously. |
