REGULATION

of II Open European Championship of the fire fighters and rescuers

«Ostrava 2005»

1.      The Tournament is held with the aim of:

- further development of fire fighters sport and popularization of the profession a fire fighter and a rescuer;

- advancement of the professional skill and sporting practice of fire fighters and rescuers;

- strengthening of the friendly relations and collaboration among fire fighting and rescuing services.

2.      Organization of the Tournament.

The Competition is held in accordance with the Rules of the International Sports Federation of Fire fighters and Rescuers accepted in the year 2004.

The Competition is run by the International Sports Federation of Fire Fighters and Rescuers together with Fire Rescue Corps of the Moravian-Silesian region of the Czechs Republic and the Czechs Association of the fire officers under the aegis of the   Ministry of Home Affaires of the Czechs Republic.

The Fire Rescue Corps of the Moravian-Silesian region of the Czech Republic is taking charge of the preparation of sporting centre, receiving and dispatch, accommodation and boarding of competitors.

3.      Schedule and the venue of the Tournament.

The Competition is held in the period from the 6th to 11th of September of 2005 in Ostrava, Czechs Republic.

The arrival of the teams of competitors is on September 6, the departure is on September 11, of the year 2005.

4.      Participants of the Tournament.

The teams of the countries - members of the International Sports Federation of Fire Fighters and Rescuers, who received the official invitation for the Competition or those who have expressed the clear intention to join the ISFFR will enjoy the right to participate in the Competition.

The national team (delegation) complement - 20 persons: 10 athletes, the team leader, 2 coaches, 2 judges, the doctor and 4 representatives.

5.      Competition schedule.

September 6

Arriving of the teams.

September 7

 Credentials Committee meeting; casting of lots; testing of the sport equipment.

 Meeting of teams’ representatives and the Panel of Judges.

September 8

Gala opening of the Championship.

100-metre run with obstacles.  

September 9

Climbing the training tower with a hook ladder.

4x100 m relay race.

September 10

Combat deployment.

Gala closing of the Championship.

Prizes and awards giving to the winners and runner-ups of the Championship.

September 11

Departure of the teams.

6.      Number of the athletes at each competition and the recorded results.

6.1 Training tower climbing the with a hook ladder: number of competitors – 8, the recorded results – 6 best results.

6.2 100-metre run with obstacles:  number of the competitors – 8, the recorded results – 6 best results.

6.3 4x100m relay race: number of teams of runners – 2, number of teams of runners whose result is recorded – 1.

6.4 Combat deployment: number of teams of runners – 1.

6.5 Double event (individual competition).

 

The athletes taking part in the competition on combat deployment, 100m run and training tower climbing with a hook ladder will have the right for 2 attempts.

The combat deployment competition is done with button started motor pump.

To determine the winners and runner-ups in 100m run and training tower climbing with a hook ladder semi-final and final runs are done. The number of the athletes in these semi-final and final runs is fixed by the number of racetracks. Results shown in the semi-final and final runs are not recorded in the final protocol of each team.

7. The rules to fix teams’ or individual victories.

The national team’s victory is fixed by the least sum of places taken in the all events. If the sums of places of two or some teams are the same, the first place is awarded to the team showing the best result in combat deployment.

Team’s victory in each event is fixed by the least sum of the results of the athletes recorded. If the sums of the results of some teams are the same, these teams take the same place (in this case, the next place is not awarded). The team which does not manage to take the full result needed for the event takes place after the teams with full results recorded.

Individual championship is fixed by the best result recorded in one of the two attempts; if the results are the same – by the best sum of the results recorded in two attempts; if this is the same – by the better result recorded at the first attempt; and further on – by who started earlier.

Double event is not included into the teams’ scores recording protocol.

8. Awards giving ceremony.

Teams that become the first, the second and the third in teams’ competition are awarded with prizes and citations, whereas individual athletes and coaches - with gold, silver and bronze medals, citations and presents.

Teams that become the first, the second and the third in combat deployment and in 4x100m relay race are awarded with prizes and citations, whereas individual athletes and coaches - with presents, medals and citations.

Athletes that become the first, the second and the third in individual competition in training tower climbing with a hook ladder, 100m run and double-event and coaches are awarded with presents, medals and citations.

In all events of the Championship, only the coaches of the national teams are entitled to be awarded.

Athletes that become the first, the second and the third in double event and their coaches are awarded with presents, citations and medals.

9. Financial conditions of the Tournament and expenditures.

All the expenses involved in arrangement of the Tournament are borne by the receiving side – Czechs Association of fire officers, Czechs Republic.

The expenses concerned with the assignment of the sport delegations (such as fare, daily allowance, keeping of the salaries, etc.), are borne by the sending organization.

10. Applications.

Preliminary applications to participate in the Championship are to be sending to the International Sport Federation of Fire Fighters and Rescuers until May 31, 2005 to the following address:

 Final applications for participating in the Competition are to be presented to the Panel of Judges on a day of casting of lots (September 7, 2005).
