REGULATION
of the IV World Championship of the Fire Fighters & Rescuers
«Sofia 2008»
 
1. The Tournament is held with the aim of:
-          further development of fire fighters sport and popularization of the profession a fire fighter and a rescuer;
-          advancement of the professional skill and sporting practice of fire fighters and rescuers;
-          strengthening of the friendly relations and collaboration among fire fighting and rescuing services.

2. Organization of the Tournament.
The Competition are spent in accordance with the Rules of the International Sports Federation of Fire Fighters and Rescuers accepted in the year 2006.
The organization of competitions is carried out the International sports Federation of fire fighters and rescuers, the Bulgarian federation of fire applied sports, National service of fire and emergency safety of the Ministry of Internal Affairs of Republic Bulgaria.
Preparation of sports base, catering services and accommodations, reception and sending of commands are assigned to the Bulgarian federation of fire-applied sports, National service of fire and emergency safety of the Ministry of Internal Affairs of Republic Bulgaria.
 
3. Schedule and the venue of the Tournament.
The Competitions is held in the period from the 09th to 14th  September 2008 in Sofia (Republic Bulgaria).
The arrival of the teams is on September 09th, 2008, the departure is on September 14th, 2008.
 
4.  Participants of the Tournament.

Combined teams of the countries take part in competitions - members of the International sports Federation of fire fighters and the rescuers who have received the invitations, and also the countries which have expressed desire to enter the International sports Federation of fire fighters and rescuers. Structure of sports delegation - 20 people, from them 10 sportsmen, 2 trainers, the doctor, the representative of a command, the representative of delegation, 2 judges and 3 members of delegation.

(According to the report of Conference in city Almaty: to establish numerical structure of a sports command from the country 16 person and to establish a payment for participation in the Championship at a rate of 2 000 (two thousand) US dollars).

 
 
5. Competition schedule.

Arriving of the delegations.
 
September 10
 
Credentials Committee meeting; casting of lots; testing of the sport equipment.
Meeting of teams’ representatives and the Panel of Judges.
 
September 11
 
Climbing the training tower with a hook ladder.
Solemn opening of IV World championship among fire fighters and rescuers. Semifinal and final in climbing the training tower with a hook ladder.
 
September 12
 
100-m run with obstacles. 
4x100 m relay race.
 
September 13
 
Fire attack (combat deployment).
Solemn closing of competitions.
Prizes and awards giving to the winners and runner-ups of the Championship.
 
September 14
 
Departure of the teams.
 
6. Structure of a command and offset by kinds of the program:
6.1. Training tower climbing the with a hook ladder: number of competitors – 8, the recorded results – 6 best results.
6.2. 100-m run with obstacles: number of the competitors – 8, the recorded results – 6 best results.
6.3. 4x100 m relay race: number of teams of runners – 2, number of teams of runners whose result is recorded – 1.
6.4. Fire attack (combat deployment): number of teams of runners – 1.
6.5. Double-event (personal superiority)
 
The competitions on fire attack (combat deployment), 100-m run with obstacles and training tower climbing the with a hook ladder will have the right for 2 attempts. The fire attack competition (combat deployment) is done with a push-button motor-pump with connections of soaking up sleeves SHTORZ.
For definition of winners and prizewinners on a 100-m run with obstacles, training tower climbing the with a hook ladder semifinal and final runs are spent.
The number of participants of semifinal and final runs is defined by quantity of racetracks. Results shown in the semi-final and final runs are not recorded in the final protocol of each team.
Semifinal runs are formed by results of preliminary runs under the scheme: 1 semifinal running - 5,1,4,8 result, 2 semifinal running - 6,2,3,7 result.
 
7. Conditions of definition of command and personal superiority.
The team’s superiority is defined on the least sum of the places borrowed by commands in all kinds of the program of competitions. At equality of the sum of places, the maximum place is awarded to the command having the best result on fighting expansion. 
Command superiority in kinds is defined on the least sum of time typed by test participants. At equality of the sum of time one place (the subsequent place is not awarded) is awarded to commands. To the command, which has not typed full quantity of test results, the place after the commands having full offset is appropriated. At equality of incomplete offsets on the least sum of time of test participants.
Personal superiority in kinds including on fighting expansion, it is defined by the best result of one of two attempts. At equality of results - on the best sum of time of two attempts, at equality of the sum of time of two attempts - by the best result of the first attempt, further - who has started earlier.
In case of equality of results in competitions on fire-saving relay race, the maximum place is awarded to the command, which has started earlier. The snatch in the team’s offset does not enter.
During carrying out of the championship it will be spent the anti-dope control over operating international rules - the order of sampling at sportsmen will be certain at meeting of representatives of commands on September, 10th, 2008.
 
8. Awards giving ceremony.   
Teams that become the first, the second and the third in teams’ competition are awarded with prizes and citations, whereas individual athletes and coaches - with gold, silver and bronze medals, citations and presents.
Teams that become the first, the second and the third in combat deployment and in 4x100 m relay race are awarded with prizes and citations, whereas individual athletes and coaches - with presents, medals and citations.
Athletes that become the first, the second and the third in individual competition in training tower climbing with a hook ladder, 100m run and double-event and coaches are awarded with presents, medals and citations.
In all events of the Championship, only the coaches of the national teams are entitled to be awarded.
 
9. Financial conditions of the Tournament and expenditures.
Charges on carrying out of competitions are carried out by the accepting party - the Bulgarian federation of fire-applied sports, National service of fire and emergency safety of the Ministry of Internal Affairs of Republic Bulgaria. The charges connected with sending of sports delegations (travel, residing, feed, daily allowances to ways, preservation of wages, etc.), bear the countries directing to delegation on competitions.
 
10. Applications.
 
Conditions of participation of commands.
- Payment of membership dues for 2008 in the International sports federation of fire fighters and rescuers;
- The application sent to address of the organizer until July 1, 2008;
- A payment for participation 2.000 – US Dollar, transferred into account the organizer until July 1, 2008.
Forward orderings on participation in competitions are accepted by the International sports Federation of fire fighters and rescuers until July 1, 2008 to the address of:

Final applications for participation in Competitions are to be presented to the Panel of Judges on a day of casting of lots on September 10, 2008.
