A. Kalinin’s openings address (ISFFR). Has thanked representatives of the countries for participation in Conference. Has read the reference of president ISFFR to participants of Conference.

The leader of Conference V.Aleksandrov (ISFFR) has suggested to establish the rules: to lecturers time for performance till 25 minutes, performance in debate on report till 5 minutes. Has suggested approving the agenda.

On the first question listened to A.Kalinin (ISFFR) with the report «About results of work of the International sports federation of fire fighters and rescuers for 2007 and problems for 2008». (The Report is applied).

In debate have acted:

A.Tarasov (Ukraine) - Has thanked a management of the Ministry of Emergency Measures of Republic Kazakhstan for good reception of delegation of Ukraine. Has congratulated participants of Conference on the 70 anniversary of fire-applied sports.

Has addressed with questions to A.Kalinin (ISFFR) – «Why the Republic of Hungary has refused carrying out of III Championship of the Europe among fire fighters and rescuers in Budapest in 2007, Republic of Moldova from carrying out of IV World championship among on fire fighters and rescuers in Kishinev in 2008? The international memorial of memory of heroes-fire of Chernobyl does not go to offset in assignment of a sports rank «the judge of international category». At carrying out of III Championship of the Europe among fire fighters and rescuers in an Ostrava (the Czech Republic) has not been coordinated structure main judicial panel».

A.Kalinin (ISFFR) – «In the Republic of Hungary there were cardinal changes in the organization of a fire service, there was a change of a management of Federation, and there are no those people who worked in this direction. We at the VII International conference in Moscow heard the representative of Hungary of Mister Oscar Cziva of preparation of the III Championship of the Europe among fire fighters and rescuers in a Budapest. The same situation has developed and in Republic of Moldova. Thanks the Czech party, which has agreed to lead III Championship of the Europe among fire fighters and rescuers to short term.

Concerning assignment of a sports rank «the judge of the international category» at us Regulation is approved, where it is spoken, that the rank is appropriated under condition of judges of two world championships or the Europe, the Cup of Asia and two international competitions included in Planned schedule ISFFR.

On the second question listened N.Nikolov (Republic of Bulgaria) with the report «About a course of preparation for carrying out of IV World championship among fire fighters and rescuers in Republic of Bulgaria». Informed participants of Conference on readiness of carrying out of IV World championship among fire fighters and rescuers in a Sofia (Republic of Bulgaria) from September, 12^th till September, 17th, 2008. (Update: from September 9^th till September, 14^th, 2008).

Competitions will be spent in the «Vasil Levski National Stadium», capacity about 50 thousand spectators. Accommodation of sports delegations is planned in three hotels of city. It is supposed to invite the countries Romania next to Bulgaria, Macedonia, Serbia, and Turkey for participation in the Championship.

Within the limits of the Championship, carrying out of Conference on safety and exhibitions of means of rescue and fire fighting is supposed.

Has applied to assist in purchase of the computing equipment for definition of results, working drawings on construction of a folding educational tower, in carrying out of scientific conference.

Has suggested to establish numerical structure of a sports command from the country 16 person and to establish a payment for participation in the Championship at a rate of 2 000 (two thousand) US dollars. (As an exception for Bulgaria).

Structure of sports delegation to leave former - 20 person.

A.Kalinin (ISFFR) - Has suggested acting from each country with the report at conference on safety, to direct on an exhibition the firms specializing on manufacture of fire extinguishing means and rescue. It is necessary to send in advance invitations and conditions of carrying out.

V.Merenkov (Ukraine) - Has noted lacks at carrying out of III Championship of Europe among fire fighters and rescuers in an Ostrava: the light information board worked badly and results appeared only in the Czech language. Has offered the information on results of sportsmen to declare in Russian and language of the country spending competitions. To consider at carrying out of IV World championship among fire fighters and rescuers in Republic of Bulgaria.

In final reports on 4x100 m relay race and fire attack to specify surnames of participants of commands.

A.Kalinin (ISFFR) - Has suggested the Czech party to send in the countries, taken part in III Championship of the Europe among fire fighters and rescuers in an Ostrava, up in addition final reports on 4x100 m relay race and fire attack with the instruction of a surname of participants of commands.

On the third question listened V.Mishakin (Russia) with the report «to Results of work the dope-control commissions in III Championship of the Europe among fire fighters and rescuers in the Czech Republic».

Has presented participants of conference the conclusion of the Czech laboratory about resuts of the tests taken from sportsmen in the Championship. On the conclusion of laboratory, all tests have shown negative result.

In debate has acted:

V.Merenkov (Ukraine) - Has suggested developing Position ISFFR about a dope-control, to specify procedure of sampling, the order of carrying out a dope-control and to make as the appendix to Regulations about carrying out of competitions. Has noted, that results are lead up to the countries not-is temporary a dope-control. Has suggested using more actively «site of the federation» for the information.

On the fourth question listened to V.Aleksandrov (ISFFR). Has suggested to discuss Planned schedule ISFFR for 2008, the Regulation about carrying out of IV World championship among fire fighters and rescuers, to approve nominees of the main thing of the judge and the main judiciary board of IV World championship among fire fighters and rescuers.

Has suggested to include in Planned schedule ISFFR for 2008 the international competitions of the Baltic states in Latvia.

At discussion of planned schedule ISFFR for 2008 in debate have acted:

A.Klitonchik (Latvia) - Has disagreed with inclusion of competitions of the Baltic states in Planned schedule ISFFR for 2008. Terms of competitions, organizational questions on quantitative structure of the countries invited to competitions are work yet enough.

V.Merenkov (Ukraine) - Has suggested considering the problem on carrying out of international competitions among educational institutions indoors.

A. Aliev (Azerbaijan) - Has suggested leading IX International conference ISFFR per 2008 in the Republic of Azerbaijan. Terms of carrying out will be coordinated in the working order.

Objections are not present. It is accepted.

S.Kistoubaev (Uzbekistan) - Has suggested leading the Cup of Asia among fire fighters and rescuers per 2009 in Republic of Uzbekistan. It is necessary to help with a data structure of competitions, to meet heads of the Ministry of Internal Affairs of the Republic of Uzbekistan.

At discussion of Regulations about carrying out of IV World championship among firefighters and rescuers in debate have acted:

A.Tarasov (Ukraine) - To enter into the program of IV World championship among fire fighters and rescuers in double-event.

Representatives of the countries have disagreed with the offer of the representative of Ukraine because of additional financial expenses. To leave in the program of the Championship a double-event as personal superiority.

V.Merenkov (Ukraine) - Has suggested calculation of command places to spend in 4x100 m relay race in view of performance of two commands.

A.Sotnikov (Russia), A.Klitonchik (Latvia) have disagreed with the offer of the representative of Ukraine, representatives of the countries also have disagreed. To leave as it is write in Regulation.

To spend competitions on fire attack from a push-button motor-pump with connections of soaking up sleeves «SHTORZ» (technical name).

On the fifth question listened to A.Kalinina (ISFFR). Has suggested discussing nominees of financial director ISFFR and vice-president ISFFR in a scientific and technical direction in construction of sports constructions. Has offered on post financial directors OvchinnikovValery (Russia), vice-president in a scientific and technical direction - Aleshin Alexander (Russia).

On the sixth question listened to V.Aleksandrov (ISFFR) – About assignment of sports ranks «the judge of the international category on fire - saving sports».

«The judge of the international category» on fire-saving sports Romanchev O.I. (Russia), Kostenko S.F. (Russia), Shevchenko A.G. (Ukraine) has suggested appropriating a sports rank.

In debate has acted:

A.Tarasov (Ukraine) - Has suggested considering the problem on assignment of a sports rank «the judge of the international category» to judges of a national category of Ukraine, in an even way the master of sports of the USSR Horoshko N.A. and the master of sports Rewa G.V.

V.Aleksandrov (ISFFR) - Has suggested representatives of the countries to vote for the offer of the representative of Ukraine.

On the seventh question listened to V.Aleksandrova  (ISFFR) - Has suggested to approve a new record of the World and the Europe in a double-event result - 29,30 seconds, the shown sportsman of a combined team of Russia by Gurchenkov Sergey in III Championship of the Europe among fire fighters and rescuers in an Ostrava (the Czech Republic) in 2007.

Objections are not present. It is accept unanimously.

A.Klitonchik (Latvia) - Has offered the record results shown in that premise, to consider as the maximum achievement.

The offer - the Record on a 100-meter obstacle course and climbing the training tower with a hook ladder to consider by results of preliminary, semifinal and final runnings.

On the eighth question listened to N.Mashkova (ISFFR) with the report «About payment of membership dues».

In debate have acted:

A.Klitonchik (Latvia) - Has suggested increasing a payment for participation in the championships, to reduce a payment.

It is necessary to achieve increase in number of the countries ISFFR, and repayment of debts of the countries in 2008. To spend alternate years the World championship and to not spend the Championship of the Europe.

B.Borzov (Russia) - It is necessary to leave that cycle of carrying out of the world championships and Europe what is available for today. Otherwise, it will be step back and will not be promote to development of fire-saving sports. It is necessary to revive competitions on the Cup of Asia.

A.Tarasov (Ukraine) - Has suggested to reduce membership dues ISFFR up to 4 000 (Four thousand) US dollars.

A.Kalinin (Russia) - Has suggested to leave the sum of membership dues ISFFR of time-measure 4 300 (Four thousand three hundred) US dollars and a payment for participation in competitions 1 000 (One thousand) US dollars.
